Establishment of Energy Communities: Development and Techno-Economic Assessment

The development of Energy Communities, within the context of the energy transition, is creating an increasing need for specialised professionals with technical, legal, and economic expertise. The seminar is addressed both to professionals involved in the establishment, licensing, operation, and management of Energy Communities, as well as to organisations planning to finance them through national and European programmes.

Based on the current European and national regulatory framework (Directive (EU) 2018/2001, Law 130(I)/2021, Law 107/2022), the programme provides comprehensive and practical training across all stages of Energy Community development — from technical design to financial analysis and operational strategy.

Participants will acquire skills in developing comprehensive business plans, with emphasis on viability assessment (technical, economic, and social), the design of investment scenarios, and the use of key performance indicators, enabling Energy Communities to function as sustainable tools for energy autonomy and decarbonisation.

The seminar aims to enhance the skills of staff from local authorities, organisations, and businesses by providing in-depth knowledge on Energy Communities, their operation, and best practices from other European countries. Participants will gain a thorough understanding of the benefits, as well as the technical and operational aspects involved in the development of such schemes.

Upon completion of the training, participants will be able to:

    • Identify the institutional and regulatory framework of Energy Communities in the EU and Cyprus.
    • Describe the technical and economic characteristics of EC models (generation, storage, sharing).
    • Explain the basic principles of techno-economic project evaluation and performance indicators.
    • Promote sustainable practices of energy democracy and social innovation.
